Wi-Fi jamming to knock out cameras suspected in nine Minnesota burglaries

According to the police, this technology has been utilized in a string of nine robberies in Edina.

In Edina, Minnesota, a serial burglar is suspected of employing a Wi-Fi jammer to incapacitate connected security cameras. This method allows the burglar to carry out thefts and escape with the valuable possessions of their victims.Minnesota is not commonly thought of as a technology hub, so it should come as no surprise that incidents involving Wi-Fi jammers aiding in burglaries in the U.S. have been reported for several years. This serves as a reminder that technology is being utilized by criminals, and an increasing number are recognizing its potential -- hence, homeowners should consider taking precautions.

The Edina police have raised suspicions that nine burglaries occurring in the previous six months might have utilized Wi-Fi jammers to prevent the acquisition of incriminating video evidence by investigators. It is believed that the perpetrators have a specific way of carrying out their crimes:

  • Dwellings are situated in affluent regions.

  • The houses are carefully surveilled by burglars.

  • The burglars steer away from confrontation, opting to wait until homes are unoccupied.

  • Seizing the chance of a vacant home, the perpetrators will employ Wi-Fi jamming technology.

  • Thieves often focus on stealing high-value designer items like safes, jewelry, and other luxury goods.

A security expert, interviewed by KARE11, shared valuable information regarding the nature of jammers. The expert clarified that signal jammer do not block signals but instead create confusion among wireless devices. By overwhelming wireless traffic, these devices effectively disrupt the flow of genuine data, as informed to the source publication.

Jamming wireless security devices is a growing trend

Searching back through news reports concerning burglaries where wifi jammer have / may have been used surfaces plenty of prior evidence of this practice. A Ring community post about one of the firm’s wireless doorbells missing a porch thief after being subjected to a Wi-Fi deauthentication attack was posted back in January 2020. It is also easy to find reports of burglars using Wi-Fi jamming technology over 2021, 2022, and 2023 – with reports becoming more frequent over time.

Ring is highlighted as one of the companies that played a role in making video doorbells more mainstream to address a range of home security concerns, although other wireless smart home security products from Blink (Amazon) and Nest (Google) may also face vulnerabilities to wireless signal interference.

As we come to a close, we would like to offer a few recommendations to those who may be wondering about the effectiveness of their home security systems with wireless components. Firstly, consider establishing physical connections for certain devices that support wired connections and enable local storage of recorded footage. Secondly, make use of smart home technology that can create the illusion of occupancy. Additionally, your device may have the capability to send alerts in case of signal or connection interruptions, so it may be worth exploring and adjusting these settings.

Sounds like the Thieves Are Jamming Wifi and the Sensors

I read a few of the news articles and it sounds like the thieves are jamming WiFi and the sensors. This prevents the system from even triggering. The thieves are walking around the homes without the glass break, door, and motion sensors going off it seems.

Not commonplace, but getting some exposure in the news recently - gangs of organized thieves in metro Detroit area are targeting upper scale homes for burglaries. They are purportedly using wifi jammer to circumvent alarms (like Ring).

What can millions of Ring (and customers from other wifi-dependent alarm companies) do about this? IS there a viable counter to these signal jammer? Maybe it's time to explore legacy, analog wired alarm solutions as backup instead of the reverse?

They're using a wifi jammer, according to this article. No obvious way to prevent this, so hardwired systems would be the only resistant option.

Most Wi-Fi jammers use disassociation flooding to kick the devices off the network. This attack is prevented with WPA3 which can use protected management frames. Unfortunately Ring still hasn’t got around to adding WPA3 support to its devices. It was requested via their feature request process a long time ago, so I’m not overly hopeful they’ll add it.

There are trade offs and risks with each security system. There’s also different types of burglars from opportune amateurs to seasoned pros.

If you’re concerned about this threat, there’s a raft of solutions out there with high definition footage without any reliance on Wi-Fi or internet.

Whatever they're using for jamming must go beyond the WiFi frequencies to affect z-wave and whatever frequency Honeywell et al uses for their RF communications.

This makes sense because most alarm systems these days (even ADT/Brinx/etc) rely mostly on wireless sensors.

This is a huge vulnerability because it's pretty rare to find a security system that's been installed to use all hardwired sensors. To go hardwired you probably had to have it built-in as the house was built or did it while doing some major remodeling.

Cellular jammers are readily available. DSL, cable, or fiber are not jammable, but all devices need to be hardwired.

Zwave can be jammed just as easily as wifi. Cellular is great but if the door/window sensors are blocked and unable to report to the base station, the alarm won't think anything is wrong.

What I found when doing some simple research over the last couple of days is that different manufacturers use different frequencies for their devices so it might be a guessing game for the burglar, although my guess is that the professional burglars carry jammers for most of the common frequencies used by the big name brands like Ring, Simplisafe, Nest(ADT), etc.

To me it makes sense to have devices from different brands. Ring doorbell, ADT alarm, Wyze cameras, etc...

What's scary is that there are a bunch of videos on youtube demonstrating how easy it is to bypass these alarms AND with instructions telling you exactly how to do it and how to get the jammers.

Is this pervasive? If you watch the news, it’s pretty evident thieves aren’t concerned with cameras. They mask up and hood up and go. Be on alert, they have no fear.

Burglars can use wide-band jammers to jam all frequency bands : GSM, LTE, Wifi and Z-Wave. Some alarm systems are robust to such attacks (like Ajax Alarm System -- https://ajax.systems/blog/what-is-jamming/).

In short, the alarm hub must be hardwired with Ethernet to your router; And hub, router and modem on a battery backup. Then, only communications between sensors and hub can be jammed.

Then, alarm hub communicates frequently with sensors. If communication fails, it signals a jamming attack, notifying the user via hardwired Internet. With a working speaker on the hub, it can sound a siren and send a voice alert to the intruders.

SimpliSafe system is another system that offers some jamming protection, but lacks the Ethernet hardwired connection, so it must rely on a GSM/LTE link, which is still better than Wifi alone.

Transportation issues advisory banning signal jammers and repeaters

The Department of Telecommunications (DoT) has issued a notice advising against the use of cellular signal jammers, GPS blockers, or other signal jamming devices by the general public, stating that it is illegal unless specifically authorized by the government.

A memorandum was publicly released by the Department of Telecommunications (DoT) on July 1, aiming to address public concerns. Within this memorandum, it was made clear that the government-approved jammers can only be obtained and utilized by states, union territories, defense forces, and central police organizations.

Desktop Jammers

The advisory mentioned that private sector organizations and private individuals are not permitted to obtain or employ jammers in India.

Jammers approved by the competent authority can be employed by examination conducting bodies under the union/state government or union territories, sourced from authorized vendors and approved models.

Furthermore, it has been emphasized by the Department of Telecommunications that the advertisement, sale, distribution, importation, or any other marketing of jammers in India is against the law, unless specifically allowed by government regulations.

The Department of Transportation (DoT) has classified the use of mobile signal repeaters and boosters by individuals as illegal, not just limited to jammers. A memo released by the DoT emphasizes that the unauthorized use of repeaters can have adverse consequences on public telecommunication services by compromising their quality and coverage, leading to interference and disruption.

Back in January, the DoT had sent out a strict warning to e-commerce giants like Amazon, Flipkart, Snapdeal, Alibaba, Aliexpress, Ebay, and others, advising them against aiding in the sale of wireless jammer.

The company is under pressure to meet the deadline for the cellphone jamming fine

By the end of May, the oilfield company must dispute a $126,000 penalty imposed by the Federal Communications Commission. The fine was issued due to the company's interference with cellphone calls.

The FCC took action on April 9 by adopting a notice of apparent liability against Taylor Oilfield Manufacturing Inc. of Broussard, alleging that the company used four cellular phone jammers to limit employees' cellphone usage.

Officials from the company explained to the FCC that the cell jammers, designed to block cellphone signals, were employed to discourage employees from using their cellphones while on duty.

A 30-day deadline was set for Taylor, beginning on April 9, to either pay the penalty or submit a written explanation to the FCC justifying a cancellation or reduction of the fine.

Taylor officials remained silent in response to phone calls inquiring for a comment.

The initiation of the case occurred when the FCC was informed and subsequently deployed an agent to the company's location in Broussard during May 2012. According to the FCC notice, company officials verified the usage of four cell jammers and the ownership of a fifth cell jammer, which was not being utilized at that particular moment.

In the United States, the utilization of cell jammers is strictly forbidden, and the FCC has implemented regulations that prevent companies from importing such devices from abroad. The FCC confirmed that the Broussard company acknowledged procuring their cell jammers from overseas sources.

The FCC has highlighted the serious public safety threat caused by the unlawful operation of signal blockers, which has the potential to block authorized communications such as emergency calls to 911 and law enforcement communications. Furthermore, the use of cell jammers can also disrupt global positioning system signals.

The FCC documents reveal that Taylor's spokespersons stated that the company made an effort to prevent employee cellphone usage after a near accident that was partially linked to an employee using a cellphone.

Costly cellphone jamming technology ditched in all prisons

Prisons no longer possess any cellphone jammer as Corrections has quietly removed them all.

The technology that was introduced in 2008-09 to stop inmates from using smuggled mobile phones has led to expenditures exceeding $17 million.

Following their discovery of causing interference with the newly implemented safety systems for prison guards, the use of jammers has been discontinued since June.

The announcement of cellphone blocking in New Zealand prisons was accompanied by Corrections Minister Phil Goff's assertion that this measure represents a crucial progression in deterring prisoners from perpetrating further crimes while confined.

Recent information obtained under the Official Information Act discloses the number of cellphones confiscated from the 18 prisons under the management of Corrections over the past three years.

Corrections staff found 626 cellphones and over 750 cellphone-related items, which included batteries, chargers, and SIM cards, between January 2020 and November of the current year.

In response to the question of why inmates were smuggling cellphones despite the presence of cellphone jammers in the prison, Neil Beales, the Corrections chief custodial officer, stated that the jammers were removed in June.

The discovery was made that the jammers were causing disruptions to newly installed safety systems, particularly impacting the effectiveness of alarms used to ensure the safety of corrections officers.

The evolution of cellular technology has rendered jammers progressively obsolete.

Beales pointed out that the tool mentioned was just one of several methods employed to deter the use of cellphones in prisons. He emphasized that there are still several other more effective tools in place.

The array of features offered by Cellsense devices sets them apart in the field of cellphone detection. These devices are capable of detecting a diverse range of metals commonly found in cellphones, while also incorporating screening and x-ray functionalities. Furthermore, they employ the assistance of detection dogs to further enhance their metal detection capabilities.

Beale pointed out that some prisoners are willing to take extreme and elaborate measures to bring contraband into prisons, and we are always striving to be one step ahead of the new methods used for smuggling contraband into our correctional facilities.

In order to enhance their existing systems, Corrections has been evaluating new and emerging technology, as stated by the spokesperson. They have already started implementing full body imaging technology at multiple locations to identify contraband that may be hidden on or inside a person's body.

Corrections authorities in 2018 recognized that cellphone jamming technology had caused a communications blind spot near Rimutaka Prison, preventing the tracking of residents in a child sex offender unit located outside the prison perimeter.

Cellphones have the potential to enable inmates to exert pressure on individuals outside the prison, as well as to coordinate criminal activities such as drug deals. In May of this year, nine prison employees at Rimutaka were suspended for suspected misconduct, which involved the smuggling of cellphones into the facility.

The decision made by Corrections to discontinue the use of jammers is in line with the concerns expressed by Roger Brooking, a criminologist and drug and alcohol counsellor, who has consistently questioned the effectiveness and cost of this technology.

He expressed that their performance is inadequate and has consistently been so.

Prisoners have shared with me that they have identified specific areas in the prison where the signal blockers does not work as intended. This loophole has enabled inmates to make illicit phone calls for activities like drug transactions or personal conversations.

The meaning of a cell phone jammer is what?

A cell phone jammer is a device capable of obstructing the reception or transmission of cell phone signals by generating interference at the frequency ranges utilized by cell phones. This interference causes a lack of signal or a considerable decrease in signal strength. While cell phone jammers can be used in various locations, they are predominantly employed in environments where silence is anticipated or required.

Techopedia discusses the concept of cell phone jammers.

A cell phone jammer is constructed of:

  • Antenna

  • Voltage-controlled oscillator

  • Tuning circuit

  • Noise generator

  • Power supply

  • RF amplification

The presence of an active cell phone jammer causes most cell phones to display no network signal, whereas deactivating the jammer restores their functionality. Cell phones utilize unique frequencies for transmitting and receiving signals. Consequently, most cell phone jammer block either one or both of these frequencies, indirectly resulting in the prevention of communication on both ends. The functioning of cell phone jammers is in line with the principles similar to those of jammers that are used to prevent radio communication. They interfere with either the frequencies from the cell phone to the base station or from the base station to the cell phone.

The utilization of cell phone jammers is prevalent among law enforcement and military entities to limit and disrupt communication in various situations. In order to combat corporate espionage, certain organizations employ these jammers to block communication within sensitive areas. Additionally, portable cell phone jammers are employed by individuals to prevent others from using their phones in immediate vicinity.

Apart from military and law enforcement applications, the use of cell phone jammers is illegal in many countries, including the United States. The United States has enacted some of the strictest laws globally, prohibiting the sale and purchase of cell phone jammers and imposing stringent regulations on their usage. Nevertheless, certain countries like Mexico permit the use of cell phone jammers in specific public areas such as hospitals. It is crucial to note that laws pertaining to cell phone jammers differ across different countries.

Three factors contribute to the illegal status of cell phone jammers

By utilizing cell phone jammers, you and others may be unable to make essential 911 and emergency calls. This technology also poses a threat to public safety communications and disrupts other forms of daily communication.

This article elucidates the functioning of signal jammers, the prohibition of their use in the United States, steps to take when faced with interference in authorized communication, and the support provided by Cellbusters for inquiries concerning cell phone jammers.

How to Respond When Authorized Communication is Being Jammed

Are you suspicious that a signal jammer is causing the interference? Unstable network connections can be influenced by different factors, and signal jammers are one of them:

  1. faulty equipment

  2. physical obstructions that block the signal

  3. lawful devices that are operating on the same frequencies

It is advisable to troubleshoot equipment and connectivity issues following the manufacturer and service provider recommendations before filing an interference complaint via the FCC Consumer Complaint Center. In addition to consulting the owner's manual and reaching out to the company's technical support, searching online for your device/model and the specific issue may assist in either identifying or eliminating possible causes.

Congressman Reintroduce the Cellphone Jamming Reform Act

Congressman David Kustoff (TN-08) has reintroduced the Cellphone Jamming Reform Act of 2022, which targets the problem of contraband cell phone use in federal and state prison facilities. This bill would authorize state and federal prisons to utilize cell phone jamming systems in order to protect inmates, guards, and the public.

The companion bill was introduced in the U.S. Senate by Senators Tom Cotton (R-AR) and Lindsey Graham (R-SC), with support from Representatives William Timmons (SC-04), Tom Rice (SC-07), Ralph Norman (SC-05), and Jeff Duncan (SC-03) as co-sponsors.

The statement made by Congressman Kustoff emphasized that inmates in correctional facilities nationwide are utilizing contraband cell phones to conduct illegal activities, such as running drug operations, facilitating sex trafficking, and coordinating escapes.Congress must take decisive action to address the problem of contraband cell phones, as they enable dangerous criminals to perpetuate illegal activities from within prison walls, posing a threat to public safety. It brings me great pleasure to team up with Senators Cotton and Graham in reintroducing this essential bill that will safeguard our communities in West Tennessee and the United States.

Inmates have employed illicit cell phones to coordinate illegal activities beyond the confines of correctional facilities, such as orchestrating attacks on adversaries, engaging in sex trafficking, running drug enterprises, and conducting business deals.Despite the potential of cellphone signal jamming
devices to stop this, the Federal Communications Act prohibits facilities from implementing this technology. The proposed bill seeks to remedy this situation, ensuring that criminals can serve their sentences without posing a threat to public safety.

The Correctional Leaders Association, the Council of Prison Locals, the American Correctional Association, the National Sheriff's Association, and the Major County Sheriffs of America stand behind this legislation.

In both federal and state prison facilities, the prevalence of contraband cell phones is widespread. Inmates have exploited these unauthorized devices to engage in a range of illegal activities, such as orchestrating targeted attacks on individuals beyond prison confines, operating illicit drug networks, conducting unlawful business transactions, facilitating sex trafficking, and organizing escapes that pose risks to correctional staff, fellow inmates, and members of the public.

The South Carolina Prison Incident was ignited by the presence of cell phones and contraband. A brawl ensued inside the Lee Correctional Institution near Bishopville, South Carolina, as rival gangs clashed over territorial control. The use of cell phones to trade contraband further fueled the intensity of the confrontation. Tragically, this violent incident resulted in the deaths of seven inmates and left 20 others injured.

In 2013, Lt. Osvaldo Albarati, a correctional officer at the Bureau of Prisons, was killed for disrupting an illicit contraband cell phone business. The inmate responsible for his assassination used a contraband cell phone to contact the gunman, as detailed in the indictment.

In 2018, a report exposed how an FCI Fort Dix inmate in New Jersey orchestrated a murder and assault through a smuggled phone within the prison. Another inmate at the same facility faced charges for possessing and disseminating child pornography using a contraband phone. Additionally, six other inmates confessed to their involvement in criminal activities.

Contraband cell phones not only enable violent criminals to carry out their illicit activities but also have wider implications. The Wall Street Journal reported that Martin Shkreli, the disgraced pharmaceutical executive sentenced to seven years for securities fraud, managed to make decisions at Phoenixus AG by using a contraband cell phone.

A Father Who Used A Signal Jammer To Keep His Kids Offline At Night Now Faces Jail Time

A French father finds himself in a predicament as he faces a considerable penalty and the prospect of incarceration for his noble attempt to restrict his children's access to the internet and mobile phones during late hours. The signal jammers he employed proved to be highly effective, not only deterring his kids from going online, but also disrupting the connectivity of individuals residing in a nearby town.

An unusual occurrence affecting internet and cellular service in the town of Messanges, France, was reported to the Agence Nationale Des Frequences (ANFR). The perplexing disruption, which took place every weeknight between midnight and 3 AM, became even more peculiar upon investigation. It was determined that a signal jammer was being utilized to block radio frequencies.

According to the report, the Touluse Regional Service of the ANFR initiated its investigation in the middle of the night. What could have caused such a disruption at a time when the entire city is typically asleep?

As the agency delved deeper into the matter, they stumbled upon a distinctive shape on a graph (depicted below) that left the investigator with no uncertainty. It was undoubtedly the unmistakable signature of a wave cell phone jammer, an illegal device in France. In their quest to uncover the origin of this jamming activity, the investigator tracked it down to a house located in close proximity to the coast. Following a polite knock on the door and a confrontation with the father, he openly admitted to employing the signal jammer to prevent his teenage children from using their smartphones to surf the internet instead of getting adequate rest.

ANFR's report highlights that his children have become addicted to social networks and other applications, especially since the confinement measures were implemented as a result of the Covid-19 pandemic.

Despite not intending to block an entire town's internet access, the father's use of a signal jamming device is against the law in France. Consequently, he may be subject to a penalty of up to approximately $34,000 (30,000 Euros) and six months of imprisonment.

Individuals residing in the United States should be aware that employing similar technology to prevent their children from accessing the internet is against the law. Similar to France, if found guilty, one may face significant fines and imprisonment in America.

8 Bands Jammer Device

In France, the case remains ongoing as ANFR has transferred all its findings to the relevant local authorities. However, the father is no longer in possession of his signal jammer, which he previously utilized to restrict his children's access to their beloved social media sites.

How drone warfare has evolved in Ukraine

Drones have revolutionized the Ukraine war, setting it apart from all previous conflicts. These unmanned aerial vehicles vary in size and capabilities, from tiny quadcopters armed with cameras and grenades that buzz over front-line trenches to flying bombs transporting warheads weighing dozens of kilogrammes (pounds) into Kyiv and Moscow.

In the past months, Russian forces have launched a series of attacks on Kyiv and other major cities. These attacks have involved the deployment of Iranian-manufactured Shahed "kamikaze" drones. In retaliation, Ukraine has conducted unmanned offensives in Crimea and the Russian border region of Belgorod.

As of Tuesday, the Russian government pointed fingers at Ukraine, alleging that Moscow had been attacked using these devices.

The current portrayal is a far cry from the exaggerated hype that once surrounded the Turkish-manufactured Bayraktar TB2 drones at the onset of the war.

The aircraft became newsworthy and were highly praised in musical compositions for their involvement in obliterating Moscow's armored columns and the Moskva, the flagship of the Black Sea fleet.

Nonetheless, the relevance of these models, known as MALE (Medium Altitude, Long Endurance), has waned due to the enduring conflict.

An unidentified source from the European defense industry revealed to AFP that the front line has now stabilized and become impervious due to the implementation of Russian defense systems, specifically designed to defend against aerial attacks.

Currently, the drone war is primarily concerned with numerical calculations.

As per a senior French military source, air defenses are highly effective in intercepting suicide drones. Their primary purpose is to force the defenders into firing their missiles and depleting their reserves.

“You also create terror and uncertainty at all times. Over the long term, that has value,” the source added.

In a recent report, analysts Jack Watling and Nick Reynolds from the British defense think-tank RUSI pointed out the importance of Russia being able to degrade enemy air defense systems inexpensively. This is crucial given that Russia's production of long-range missiles is currently capped at around 40 per month.

According to sources, Moscow's air force launches a significant number of aircraft to expand the range of potential threats and evaluate weaknesses in the Ukrainian air defense. The primary goal is to identify gaps in the defense system where conventional missiles could potentially penetrate.

The European industrial source mentioned that Kyiv utilizes commercially available Chinese propeller-powered drones or old Soviet jet-powered reconnaissance drones to conduct operations deep inside Russian territory.

– Front lines –

The vast bulk of drones are smaller variants utilized for both reconnaissance and offensive actions on the front lines.

Ukrainian troops have released several videos on social media platforms displaying modified commercially available drones dropping bombs onto Russian soldiers' positions.

On a 10-kilometre front line, RUSI's Watling and Reynolds mentioned that there are usually 25 to 50 UAVs from both sides.

Designed with specific purposes in mind, Ukrainian Furia and Russian Eleron-3 drones have an impressive range of up to 50 kilometers. Conversely, modified commercial quadcopters, often sourced through crowdfunding, are limited to distances of fewer than 10 kilometers.

Deploying electronic defenses has become necessary for both sides due to the swarms, leading to a decrease in the cost of countering devices that are too cheap to be targeted with expensive missiles.

RUSI's analysis reveals that the Russian forces have integrated an average of one significant electronic warfare system for every 10 kilometers of frontage. Furthermore, there are additional electronic warfare capabilities that are more specialized and employed at higher echelons of command.

As per the senior French officer, the Russians have amplified their electronic warfare endeavors, representing a significant change in their approach.

Individual Russian platoons have been equipped with anti-drone weapons, including directional jammers and arrays for hijacking UAVs, as confirmed by RUSI drone jammer.

Anti-drone “rifles” that emit jamming signals are “the absolute basics of defence, what really works are non-portable jammers deployed close to the front line”, the European industry source said signal jammer.

Nonetheless, they mentioned that these "huge orbs on tripods with generators" are easily recognizable and are not expected to last long.

– High attrition –

In the opinion of the French officer, drone and anti-drone warfare epitomize a contemporary form of combined arms combat.

As with infantry, cavalry, and artillery, we also have drones, electronic warfare, and connectivity.

It was highlighted by the officer that the intense focus on their eradication causes small drones to have a minimal flying duration, usually not exceeding four to six flights before being intercepted and shot down.

Ukraine has reported a significant loss of approximately 10,000 drones per month across their extensive range of devices. Nevertheless, the accuracy of this claim remains unverifiable, raising suspicions that it could be a tactic aimed at obtaining increased Western aid.

With breakthroughs and counter-offensives potentially bringing back swiftly changing front lines, drones will continue to hold value.

Vikram Mittal, a professor at the US military academy West Point, has proposed the idea of Ukraine employing drones to remove Russian defensive barriers during its anticipated summer attack, such as by dropping explosives into a minefield to create a passageway, as mentioned in Forbes.

In cases where agile advancing forces are blocked off, drones could be utilized to deliver ammunition and other essential supplies to enable them to carry out their tasks.
